19 December 2023: The SAU has published its report providing advice to Fermanagh and Omagh District Council’s concerning the proposed subsidy for the redevelopment of the Lakeland Forum. The report sets out our evaluation of the Council’s Assessment of Compliance of its proposed subsidy with the requirements set out in the Subsidy Control Act 2022.

Request from Fermanagh and Omagh District Council
07 November 2023: The SAU has accepted a request for a report from the Fermanagh and Omagh District Council for its proposed subsidy for the redevelopment of the Lakeland Forum. This request relates to a Subsidy of Particular Interest.
The SAU will prepare a report, which will provide an evaluation of Fermanagh and Omagh District Council’s assessment of whether the subsidy complies with the subsidy control requirements (Assessment of Compliance). The SAU will complete its report within 30 working days.
Information about the subsidy provided by Fermanagh and Omagh District Council
Fermanagh and Omagh District Council (the “Council”) is proposing to award a subsidy which has been calculated as having a value of up to £45.7m to rebuild and refurbish the Fermanagh Lakeland Forum (“FLF”), a Council owned and run leisure centre in Broadmeadow, Enniskillen.
The FLF was built in 1976 and has reached the end of its useful economic life. The objective of the funding is to replace and improve the FLF so as to enable better access to a range of health and well-being activities in an economically and socially disadvantaged area. In doing so, it is also hoped to create an attraction increasing visitors to Enniskillen and helping to improve the economy.
The Council owns and operates FLF. It will receive £20m funding from the Department for Levelling Up, Housing and Communities (which administers the Levelling Up Fund) and the balance will come from the Council’s borrowing and its own resources.
