This project developed some prototype tools that will help the Environment Agency and other organisations involved in flood planning to work out how Flood Incident Management (FIM) could be improved.

The approaches used included:

  • modelling FIM systems to find where improvements are required
  • performance matrices to examine each element of the system
  • root cause analysis to provide an overview of how reliable FIM processes are

The study tested these approaches using scenarios based on Towyn, on the North Wales coast, which has previously experienced severe flooding.

The project was started in 2006 and completed in 2009.
