The success of flood incident management (FIM) depends on many operational components, including:
- rain and flow gauges
- telemetry and communication systems
- hydrological and hydraulic models
- data interpretation
- decision-making
This project proposes a range of performance indicators to measure the process and outcomes of FIM.
This research formulates a framework and outlines tools to assess the probability and impacts of various modes of ‘failure’ in the chain of response. It recommends the adoption of a three-tiered approach to risk assessment in FIM. This would allow appropriate effort to be applied based on several factors, including:
- decision-making requirements
- scale of risk
- degree of uncertainty
- size of catchment
- the unique characteristics of the catchment
This project ran from 2005 to 2006.
