Detail of outcome

We have decided to confirm the majority of our consultation proposals, but we have made changes to our guidance on assessment objectives.

Prompted by consultation feedback, we have looked again at the way we have defined some of the words and terms - such as ‘legal principles’ and ‘legal concepts’ - used in our assessment objectives. On reflection, we think our proposed definitions could have led to confusion, or inadvertently restricted assessments.

We have therefore decided to remove our proposed definitions, and instead clarify that these terms are aspects of subject content.

Detail of feedback received

We received six responses to the consultation – four from organisations and two from individuals.

One organisation did not comment directly on our proposals, but instead provided general comments on the process for reform of GCSEs, AS and A levels.

The other respondents broadly supported our proposals, but did comment on:

  • the wording of our assessment objectives (which was outside the scope of the consultation)
  • some of the definitions used in our guidance on assessment objectives

Consultation description

This consultation is about the rules and guidance we plan to put in place for new AS and A levels in law. These rules will apply to the new law AS and A levels that will be taught in schools in England from September 2017.

This consultation takes forward decisions made following our earlier consultation ‘Developing new GCSEs, AS and A Levels for first teaching in 2017 - Part 2’, and is part of Ofqual’s work supporting the government’s changes to GCSEs, AS and A levels.
