The government will make the necessary legislative changes to:
- replace the planned T-4 auction with a T-3 auction for delivery in 2022 to 2023
- allow certain renewable technologies to participate in the Capacity Market
- remove the historical floor from the interconnector de-rating methodology
- make minor corrections and additions to the rules to make sure they are clear and operate as intended

Original consultation
Consultation description
We’re seeking views on:
- additional measures to keep the CM running smoothly during the standstill period
- a limited number of priority changes identified through the call for evidence issued last summer as part of the Capacity Market 5 Year Review
The consultation seeks further views on technical amendments to the Capacity Market in response to the recent judgment by the Court of Justice of the European Union, including a replacement for the T-4 auction and other changes identified following the first Capacity Market: technical amendments consultation in December 2018.
