The CMA has adopted new rules and guidance for water references that are specific to water references made under section 12 of the Water Industry Act 1991. The new rules replace the current rules for water references (CMA17), which apply to a number of matters and not just water references, and establish a standalone procedure for these types of reference.
Following the consultation, revisions were made to the new rules and guidance, including clarification that they are intended to apply to all types of water references. A summary of the responses we received to our consultation and our proposed approach for addressing those responses (including the revisions that we have made) is set out in the consultation response document.

Consultation description
The Competition and Markets Authority (CMA) is consulting on draft new rules and guidance that are specific to water redetermination references to the CMA to replace the current rules (CMA17) for such references that apply to a range of matters, namely merger reference, market reference and special reference groups.
