Information on the responses received as part of the consultation on the legislative amendments proposed as a consequence of the merger of the Driving Standards Agency and the Vehicle and Operator Services Agency.

Overall analysis of the responses shows there was support for a more generic reference in the relevant legislation which was equally matched with those with no comment or advising little impact. Of individuals suggesting a change, views suggested legislation references should be to ‘Department of Transport’ or ‘government’ approved trainers, instructors or examiners, rather than ‘Driver and Vehicle Standards Agency’.

Overall there were 22 responses of which 14 came from private individuals and 8 from organisations of which 15 provided any views on the question.

Consultation description

The Driving Standards Agency (DSA) and Vehicle and Operator Services Agency (VOSA) are to be merged to form the Driver and Vehicle Standards Agency (DVSA). In this consultation we seek views on amendments to legislation to replace references to DSA and VOSA with DVSA.

DSA and VOSA are executive agencies of DfT; they exercise their powers and functions on behalf of the Secretary of State for Transport and, accordingly DSA and VOSA are not specifically mentioned in much of the legislation under which they operate.

The required amendments are minor consequential changes required as a result of the merging of DSA and VOSA to form a single agency with a different name. The substantive provisions which currently apply to DSA and VOSA and which apply to the DVSA will not be exchanged or extended.
