Energy Company Obligation 4 and the Great British Insulation Scheme: mid-scheme changes

Options assessment published (10am); updated (4pm) to clarify in the Summary Table p19, the number of measures installed under ECO4 compliance and GBIS compliance in the preferred way forward.
We’re seeking views on:
- mid-scheme updates to the current Energy Company Obligation scheme (ECO4) and Great British Insulation Scheme (GBIS)
- the introduction to both schemes of a voluntary Pay-For-Performance mechanism (PFP)
PFP would reward participating suppliers for delivering retrofits with additional monitoring, thereby driving higher quality retrofits.
The consultation is open to all but of particular relevance to:
- energy suppliers
- energy efficiency installers
- energy efficiency measure manufacturers and associated software developers
- local authorities
- consumer groups
- academic groups
