In the First Homes consultation, we discussed proposals for a scheme to provide homes for first-time buyers with a 30% discount against market value. The consultation covered both the design of the scheme and proposed planning changes to ensure they are delivered.
On 6 August 2020 we published a summary of the consultation responses and the government’s view on the way forward.
We are currently working to finalise the details of the First Homes scheme. More information on how to apply will be available in due course.
We have also published an equality impact assessment which sets out our analysis of how the policy will affect groups with protected characteristics.
On 1 April 2021 we published the government’s response to the proposals on securing First Homes in the Changes to the current planning system consultation.

Consultation description
This consultation seeks views on First Homes for local people, considering both the design of this policy and options for its implementation.
It covers the following areas:
- what First Homes are and who should be eligible for them
- how the scheme should work in practice
- how to deliver more of these homes through developer contributions
- the requirement for delivering these homes through planning or legislation
