We have decided to adopt our proposed rules and guidance for reformed GCSEs, AS qualifications and A levels in physical education, with minor drafting changes to clarify some of our expectations.
We have now published final versions of our:
- GCSE (9 to 1) Subject Level Conditions and Requirements for Physical Education
- GCSE (9 to 1) Subject Level Guidance for Physical Education
- GCE Subject Level Conditions and Requirements for Physical Education
- GCE Subject Level Guidance for Physical Education
GCSE physical education
Our new rules will require reformed GCSEs in physical education to:
- comply with the Department for Education’s subject content for GCSE physical education, and our assessment objectives
- include non-exam assessment tasks set by the awarding organisation which separately test performance (weighted at 30% of total marks) and analysis of performance (10% of total marks)
- require students to participate in the role of player/performer in three different sports or activities, including 1 team activity and 1 individual activity
Non-exam assessment tasks may be marked by teachers (and moderated by the awarding organisation), or marked by the awarding organisation. Awarding organisations must ensure any performances used for moderation are recorded, and that schools provide (on request) audiovisual evidence of performance in sports/activities which cannot be moderated ‘live’.
Our guidance explains how awarding organisations should interpret our assessment objectives.
AS and A level physical education
Our new rules will require reformed AS and A level physical education qualifications to:
- comply with the Department for Education’s subject content for AS and A level physical education, and our assessment objectives
- include non-exam assessment tasks set by the awarding organisation which separately test performance and analysis of performance (weighted at 15% of total marks each)
- require students to participate in the role of player/performer or coach in a single sport or activity
Non-exam assessment tasks may be marked by teachers (and moderated by the awarding organisation), or marked by the awarding organisation. Awarding organisations must ensure any performances used for moderation are recorded, and that schools provide (on request) audiovisual evidence of performance in sports/activities which cannot be moderated ‘live’.

Consultation description
This consultation is about the rules and guidance we plan to put in place for new GCSEs, AS and A levels in physical education. These rules will apply to the exam boards that want to offer new physical education GCSEs, AS and A levels from September 2016.
This consultation takes forward decisions made following our earlier consultation ‘Developing new GCSE, A level and AS qualifications for first teaching in 2016’, and is part of Ofqual’s work supporting the government’s changes to GCSEs, AS and A levels.
