In response to comments, we have made changes to the drafting of the requirement to collect statements from schools. This ensures our approach is consistent with other GCSE, AS and A level subjects. We have also made minor changes to our guidance to clarify some of our expectations.
We have now published final versions of our:
- GCSE Subject Level Conditions and Requirements for Citizenship Studies
- GCSE Subject Level Guidance for Citizenship Studies
Our new rules will require reformed GCSEs in citizenship studies to:
- comply with the Department for Education’s subject content for citizenship studies, and our assessment objectives
- comply with our requirements, and have regard to our guidance, on assessments
In line with the subject content, we are also requiring awarding organisations to ensure schools provide evidence statements confirming they have given their students opportunities to carry out citizenship action, and to take action if schools fail to do so.
Our guidance explains how awarding organisations should assess students’ experience of taking citizenship action in exams, and how they should interpret our assessment objectives.

Consultation description
This consultation is about the rules and guidance we need to put in place for new GCSEs in citizenship studies. These rules will apply to the exam boards that want to offer new citizenship studies GCSEs from September 2016.
This consultation takes forward decisions made following our earlier consultation Developing new GCSE, A level and AS qualifications for first teaching in 2016 - Part 2, and is part of Ofqual’s work supporting the government’s changes to GCSEs, AS and A levels.
