The outcome of the ‘HGV periodic testing and inspections exemptions’ consultation was released on 14 September 2017.

We have decided to proceed with the removal of several exemptions from roadworthiness testing. The response document sets out the decision made on each of the vehicle types.

We received 70 responses to the consultation, including from:

  • trade bodies
  • operators
  • members of the public
  • public bodies

Consultation description

Annual roadworthiness testing is as an important element in making sure that vehicles are maintained in a safe condition to be used on the road. However there are some vehicle types which are exempt from annual testing rules and some we think are incompatible with EU rules.

If the relevant exemptions are removed, it would mean that operators of the estimated 40,000 vehicles would need to have those vehicles annually tested.

Apart from complying with European regulations we also have concerns about road safety with growing numbers of exempt vehicles. There is also an issue of fairness, between operators of vehicles that are currently tested, and operators of vehicles which are currently exempt from testing.

We’re seeking your views on the exemptions for certain types of heavier vehicle from annual roadworthiness testing.
