Consultation description

This discussion paper sets out possible approaches to designing a comprehensive payment system for NHS services for the long-term.

It is the first document issued by NHS England and Monitor as they work together to develop a payment system for the NHS for the long-term.

It presents early thinking for the design of the payment system for discussion and development with providers, commissioners, healthcare professionals and other stakeholders.

It also sets out the timetable for the 2014 to 2015 national tariff.

Questions for discussion:

  • How can we support innovation in how care is provided and positively influence provider and commissioner behaviour?
  • How can we design a payment system that includes different payment approaches for the different types of patient needs and care?
  • How can we strengthen the foundations of the current payment system in the meantime?
