The Office of the Immigration Services Commissioner (OISC) has published its post-consultation report and response.
The report includes:
- an executive summary
- detailed background to the report
- a summary of consultation responses received and the OISC’s responses to these
- summary of the impact assessment
- next steps
The annexe to the report contains:
- a list of consultation respondents
- the substantive responses to the consultation
Published alongside the consultation report is the full impact assessment.
Next steps
The OISC will publish the new code in April, with guidance to follow.
The new Code of Standards will come into effect on 1 September 2024. Up until that date, the existing code will apply.

Consultation description
The OISC has been undergoing a programme of transformation to embed advice seekers at the heart of its work.
In order to do this, and to ensure our regulation is flexible and responsive to the changing needs of the advice seeker and the wider immigration system, we are currently consulting on a new version of the OISC’s Code of Standards.
This is your opportunity to share your thoughts; it’s really important that we hear from you so that you can help shape the new code.
The new version of the code aims for a less prescriptive, more principled-based regulatory approach with the necessary safeguards to ensure we can take swift, fitting action against anyone who undermines the reputation and quality of advice and services within the immigration sector.
If you have any thoughts about this approach and how it will work in practice for you, your organisation and the wider sector, please take the time to respond to the amended code.
The consultation will close on 23 October 2023.
