The responses show general support for the draft consolidated regulations and agree that the detailed rules are clearer and more workable. Most respondents said that even greater clarity would be welcome, particularly in the guidance.
We will consider the various suggestions raised by respondents and review the guidance in 2015.
Detail of feedback received
22 responses were received in answer to the 2 questions put forward in the consultation. Nearly a third of these were from care providers. The remaining responses were from employment law specialists, government and local government, employers, trade unions and a non-departmental public body.

Consultation description
As part of the Red Tape Challenge, the government concluded that the 1999 regulations and the later amending regulations should be combined.
We have also taken the opportunity to update the drafting to be as clear as possible.
