Detail of outcome

The reforms will implement Extended Producer Responsibility (EPR) for packaging from 2024. We will focus on producer payments for managing household packaging waste and packaging in street bins managed by local authorities and will appoint a scheme administrator to oversee this system. We will continue [for the time being] with the Packaging Waste Recycling Note System in parallel, to demonstrate recycling obligations have been met.

Defra and the devolved administrations will continue to work with industry groups to explore payment options for commercially-collected packaging waste, and will establish a task force to develop the evidence and undertake analysis of options. This will inform a review of EPR in 2026 to 2027.

We want to know what you think about our plans to introduce an Extended Producer Responsibility scheme for packaging.

This will mean that packaging producers will pay the full cost of managing packaging once it becomes waste. This will encourage producers to use less packaging and use more recyclable materials, reducing the amount of hard to recycle packaging placed on the market.

We are seeking your views on how the scheme will operate, including:

  • scheme design
  • scheme governance
  • implementation timelines
  • how the scheme will be enforced
