Closure of the September 2024 National Rolling Open Market Review

The September 2024 National Rolling Open Market Review (NR OMR) concluded on 17 October 2024 at 5pm. Building Digital UK (BDUK) requested that network providers submit their national broadband infrastructure coverage, and the deadline for doing so has now passed.
The next NR OMR is due to launch in January 2025.
The purpose of the NR OMR, which operates on a 4-monthly basis (January, May and September) is to ensure that BDUK has the most up to date information about suppliers’ existing and planned build over the next 3-year period.
This will support better strategic planning and prioritisation of procurement intervention areas, streamline the previous local Open Market Review process and minimise the risk of BDUK intervening in an area that would disrupt existing commercial plans.
Data collected from the NR OMR is used to inform GigaHubs and UK Gigabit Voucher eligibility as well as support the development of other potential BDUK interventions.
For the purposes of the September 2024 NR OMR, data was requested from all suppliers for consideration. Data and evidence submitted to this process will be formally assessed for both England and Wales.
We have received a range of submissions and will now proceed to begin evaluating all responses received. Formal responses will be sent to all network providers who submitted information in due course. Once completed, the overall postcode and UPRN-level outputs from the September 2024 NR OMR will be published to view on this GOV.UK page.
The overall postcode and UPRN-level outputs for the May 2024 NR OMR were published on GOV.UK on 17 October 2024.
