The Office of Rail and Road (ORR) has now published its response to this consultation on the overall framework for regulating Network Rail.

Following on from this consultation, on 31 October 2018 the Office of Rail and Road published its Periodic review 2018: final determination.

Consultation description

The Office of Rail and Road (ORR) is consulting on how we propose to regulate Network Rail in railway control period 6 (CP6). Our aim is to:

• put an increasing focus on regulating each of Network Rail’s route businesses
• encourage closer working between Network Rail and operators
• make greater use of comparison between routes
• strengthen our regulation of Network Rail’s system operator function
