The SSRO consulted on the following reporting topics:
- Rounding in validations
- Linking compliance issues to owners
- Reporting sunk and committed elements in a contract
- Reporting on-demand report due dates
- Amended sub-contracts
- Defined Pricing Structure (DPS) principles
We received four responses to the consultation. The summary of consultation responses explains how the feedback provided by stakeholders has informed our considerations and confirms the guidance changes we are making. In response we are now publishing an update to our guidance on contract reports and will publish an update to our guidance on DefCARS functionality on 20 October 2021.
We aim to continue to develop and improve our reporting guidance and DefCARS working with our stakeholders and ensure they continue to support the reporting requirements set out in the Single Source Contract Regulations.

Consultation description
The SSRO’s guidance helps defence contractors to prepare and submit reports required under the Defence Reform Act 2014 and the Single Source Contract Regulations 2014. Contractors must have regard to the SSRO’s guidance when preparing contract and supplier reports under the Act and the Regulations.
The SSRO is consulting on changes to parts of its current guidance. In the preparation of these changes we have attempted to make the reporting process clearer and more efficient. The topics we are consulting on are:
- Rounding in validations
- Linking compliance issues to owners
- Reporting sunk and committed elements in a contract
- Reporting on-demand report due dates
- Amended sub-contracts
- DPS principles
This consultation is open to all interested persons. We particularly welcome comments from individuals or organisations with an interest in single source defence procurement and ensuring that good value for money is obtained in government expenditure on qualifying contracts and that the prices paid under these contracts are fair and reasonable.
