Detail of outcome

The Secretary of State has carefully considered the responses to this statutory consultation and other relevant information.

He has now made a decision on implementing the locally-led proposal from Northamptonshire councils to abolish the 8 existing councils in Northamptonshire and replace them with 2 new councils of North Northamptonshire and West Northamptonshire.

He concluded that the proposal meets the publicly stated criteria for local government reorganisation. That is if implemented that the proposal would improve local government and service delivery in the area, has a good deal of local support and the area of each new unitary represents a credible local geography.

Implementation of the proposal is subject to the Secretary of State for Education issuing a statutory direction requiring the establishment of a Children’s Trust and to Parliamentary approval of the necessary secondary legislation.

The Secretary of State has also decided to make one modification to the councils’ proposal, this is to extend the period for fully implementing the new arrangements so that the new councils are operational from 1 April 2021.

The Secretary of State’s decision was announced to Parliament on 14 May 2019 via Written Ministerial Statement which also summarises the results of the consultation exercise.

Consultation description

The Local Government and Public Involvement in Health Act 2007 requires that before a proposal for local government reorganisation can be implemented, the Secretary of State must first consult any council affected that has not submitted the proposal, as well as any other persons that he considers appropriate.

To inform the Secretary of State’s decision, representations are welcome from any persons interested, including local residents, businesses and those in the voluntary sector in Northamptonshire and neighbouring councils.
