Consultation outcome

Weighing of goods vehicles and other cargo regulations

This consultation has concluded

Detail of outcome

In light of the comments received during the consultation the Minister of State for Transport, the Right Honourable John Hayes, met further with the three maritime unions and industry representatives. Having now considered all views, the Minister is content that safety will not be compromised by the revocation of the three Weighing of Goods Vehicles and other Cargo Regulations.

However, the Minister felt that the arguments made at the meeting in favour of retaining the equipment lockers on UK Ro-Ro ferries were persuasive. Therefore, the Minister is not content to remove these requirements from UK law and the Merchant Shipping (Emergency Equipment Lockers) Regulations 1988 will not be revoked.

Consultation description

The Merchant Shipping (Weighing of Goods Vehicles and other Cargo) Regulations 1988 (SI 1988/1275) as amended by:

  • Merchant Shipping (Weighing of Goods Vehicles and other Cargo) (Amendment) Regulations 1989 (SI 1989/270)
  • Merchant Shipping (Weighing of Goods Vehicles and other Cargo) (Application to non-UK Ships) Regulations 1989 (SI 1989/568)

place a requirement on port operators to weigh goods vehicles of over 7.5 tonnes when they are loaded onto passenger roll-on roll-off (ro-ro) ferries leaving from United Kingdom ports. There are no reciprocal international requirements which require the weighing of vehicles on those same vessels when they sail to the United Kingdom from foreign ports. Shippers were already required to declare cargo weights, but the additional requirement brought in by the above-named regulations intends to address possible under-reporting.
