BBC governance

How the BBC operates.

This was published under the 2010 to 2015 Conservative and Liberal Democrat coalition government

The BBC is an independent body governed by the Royal Charter. The Royal Charter is the constitutional basis for the BBC. It:

  • sets out the public purposes of the BBC
  • guarantees its independence
  • outlines the duties of the Trust and the Executive Board.

Under the terms of the BBC’s Charter and Agreement:

  • the BBC is operationally and editorially independent of government
  • there is no provision for the government to intervene in the Corporation’s day-to-day operations
  • the BBC is accountable to the licence fee payer through the BBC Trust
