Civil news: tender opens for 2024 standard civil contract
Procurement process opens for delivery of civil legal aid services from 1 September 2024.
Organisations are now able to submit bids to deliver publicly funded civil legal aid services under the 2024 Standard Civil Contract. The procurement process opened on 13 September 2023.
Tender deadline
The deadline for submitting a bid is 5pm on Tuesday 17 October 2023.
2024 civil contract
The 2024 Standard Civil Contract will cover all categories of civil and family legal aid. The new contract will start on 1 September 2024.
Changes for 2024 contract
We are making changes to the contract in relation to supervision:
- supervisors may now supervise in more than one category of law
- restriction on the number of offices where a supervisor can supervise has been removed
- remote supervision is allowed
Procurement process
We are inviting tenders to deliver the publicly funded civil legal aid services from 1 September 2024 under the 2024 Standard Civil Contract in the following categories of law:
- Family
- Housing and debt and welfare benefits
- Immigration and asylum – including work at Immigration Removal Centres (IRCs)
- Mental health
- Community care
- Claims against public authorities
- Clinical negligence
- Public law
- Family mediation
- Education
- Discrimination
Alongside tenders for the above categories of law, applicants may also tender for the Housing Loss Prevention Advice Service (HLPAS), which starts on 1 September 2024. HLPAS will be delivered in 106 HLPAS areas across England and Wales.
Organisations able to meet the minimum contract requirements can bid to deliver services under a 2024 contract. You do not need to be a current legal aid provider to tender for this opportunity.
Organisations that successfully tender will be awarded a 2024 contract and there is no limit to the number of 2024 contracts that may be awarded under this process.
However, the LAA will award a single schedule to deliver each of the HLPAS areas. In areas where multiple HLPAS bids are received, a competitive process will be undertaken to award a single HLPAS schedule.
