New charity investigation: Aalami Majlise Tahaffuze Khatme Nubuwwat

The Charity Commission has opened a statutory inquiry into Aalami Majlise Tahaffuze Khatme Nubuwwat registered charity number 328715.

The Charity Commission (‘the Commission’), the independent regulator of charities in England and Wales, has opened a statutory inquiry, under section 46 of the Charities Act 2011 (‘the Act’), into Aalami Majlise Tahaffuze Khatme Nubuwwat(also known as Stockwell Green Mosque), registered charity number (328715). The inquiry was opened on 1 September 2016.

The charity has objects to further training and education in the Islamic faith.

The charity was initially identified for a monitoring visit by the Commission due to allegations in the public domain - see endnote 1, that the charity was distributing literature from its premises promoting hatred towards the Ahmadi community.

The visit was carried out in May 2016 with a subsequent visit in July 2016. The visits identified serious regulatory concerns regarding how the charity is being managed including indications of poor governance, risks to charity property due to poor financial management and the trustees carrying out activities outside of the charity’s stated objects.

The Commission considers the concerns that it has identified are so serious that it opened a statutory inquiry and has exercised its legal powers under s47 of the Act to direct the trustees to provide information and documents regarding the charity and its administration.

The issues that the inquiry will examine include the:

  • administration, governance and management of the charity by the trustees
  • conduct of the trustees and whether or not the trustees have complied with and fulfilled their duties and responsibilities as trustees under charity law
  • financial controls and management of the charity

It is the Commission’s policy, after it has concluded an inquiry, to publish a report detailing what issues the inquiry looked at, what actions were undertaken as part of the inquiry and what the outcomes were. Reports of previous inquiries by the Commission are available on its website.
