Home Energy Conservation Act 1995 (HECA) reports from English local authorities (where links have been provided) setting out the energy conservation measures that the authority considers practicable, cost-effective and likely to result in significant improvement in the energy efficiency of residential accommodation in its area.
An independent analysis of all the reports received up to 9 July 2013 was carried out by consultants on behalf of DECC. Details of these reports are captured in the attached database.
The database can be used, for example, to see an outline of LA’s plans for Green Deal, ECO and fuel poverty activity, local targets such as CO2 reduction, information on housing stock data, activity planned on FITs/RHI, details on planned area-based approaches, an outline of partners and details of co-funding where appropriate. The database may therefore be particularly useful for prospective partners to identify any opportunities to work with particular LAs.
It should be noted that:
- Only HECA reports themselves were used as the basis of input (not Appendices or any other strategic documents)
- The review took place only on those reports received to early July 2013
- This is a brief snapshot of activity in the early days of Green Deal and ECO, and activity will have moved on since the
- The content is based on a rapid review of reports and no discussion took place with local authorities on content
- Where “N” appears, indicating a lack of content, it should not be taken to mean that the local authority is not active on that particular topic.
- For example HECA only covers domestic properties so LAs were not expected to report on this aspect, but some LAs chose to include information on their non-domestic work which for information the database captures. So an “N” in this field does not necessarily mean the LA is not active in this area.
