Automatic enrolment, where employers are required to automatically enrol eligible jobholders into a qualifying workplace pension scheme, was a response to the issue that millions of individuals in the UK were not saving enough for their retirement.

The 2011 Workplace pension reforms evaluation strategy set out the plans for assessing the impact of automatic enrolment. The 2017 evaluation strategy builds on the framework set out in the 2011 strategy, taking into account contextual changes influencing the delivery of automatic enrolment since roll-out began.

This evaluation strategy sets out an approach to understand:

  • the effectiveness of the rollout of automatic enrolment to date
  • the impact of the planned increase in minimum contribution rates (phasing)
  • how to maximise the effectiveness of this major reform

The Department for Work and Pensions (DWP) has published automatic enrolment evaluation reports annually since 2013. The findings will be used to improve the design and delivery of the policy.
