Guidance for submitting your Budget or Spending Review representation

1. What is a Budget or Spending Review representation?

A representation to Autumn Budget or Spending Review 2021 is a written submission from an interest group, individual or representative body to HM Treasury with the aim of commenting on government policy and suggesting new policy ideas to be considered in the upcoming Budget or Spending Review. HM Treasury welcomes representations as part of the policy-making process.

2. What to include in your representation

HM Treasury welcomes comments on existing policy, or suggestions for new policy. In developing your representation, you may wish to consider:

  • the likely effectiveness, deliverability and value for money of proposals

  • the costs and benefits of proposals

  • the priorities set out by the government for the Spending Review

HM Treasury will not consider representations which are not practicable and/or that violate HM Treasury’s legal obligations, including but not limited to State aid, human rights and diversity.

HM Treasury will delete representations which are inappropriate or offensive.

3. How to submit your representation

The representations portal can now be accessed. HM Treasury will accept representations until 5pm on 30 September, at which point the portal will close. This deadline allows time for representations to be processed and considered as part of the Budget and Spending Review process. It will not be possible for HM Treasury to consider submissions received after this deadline.

You are strongly encouraged to submit your representation via the portal. If you cannot submit your representation online, you can contact the Correspondence and Enquiries Unit at [email protected] by the same deadline as above.

4. What happens once you have submitted the form

If you are submitting your representation through the representations portal, when successfully submitted you should see a “thank you” page, which confirms we have received your representation.

Your representation will then be shared with appropriate teams to be considered alongside the development of policy and decisions on how funding is allocated. Please note that representations will not receive a bespoke written reply.
