Impact assessment on the proposed changes to the Building (Amendment) Regulations 2018 (S.I. 2018/ 1230) (the “Amendment Regulations”) and amended Approved Document B and Approved Document 7 Guidance.

This impact assessment sets out the impact of a proposed ban on the use of combustible materials in external wall systems and balconies. This will only allow materials that are A2-s1, d0 rated or Class A1 under the European classification system set out in the standard BS EN 13501-1 subject to exemptions. The analysis compares the ban against a ‘do nothing’ option of no change to the Building Regulations and provides an analysis of associated costs and benefits.

This impact assessment updates the assessment of impacts which was part for the consultation on banning combustible materials in the external walls of high-rise residential buildings.
