In 2019 the IPA published guidance on Best Practice in Benchmarking.

In this guidance the IPA committed to developing a ‘benchmarking maturity tool’ to support infrastructure organisations to identify and score their benchmarking capability and maturity, to then make the necessary changes and improvements.

The benchmarking capability tool can be used by both public and private sector organisations. It can be applied to an organisation using any set of benchmark metrics that are relevant to the project being measured. The tool does not provide benchmarks for project assets, but helps build capability in benchmarking organisations.
