The review makes recommendations for changes to Rail North Partnership’s:

  • framework
  • processes

to ensure better future outcomes for passengers including:

  • enhancing what passengers can expect from the industry
  • improved accountability

The joint review of the Rail North partnership, known as the Blake-Jones review, was led by Councillor Judith Blake, Leader of Leeds City Council and West Yorkshire Combined Authority Transport Lead and Rail Minister Andrew Jones.
