The claimant made three complaints alleging that the Union had breached 1) section 48(4) by modifying the election address of one of the candidates in the 2012 General Secretary election, 2) section 51(3)(a) of the Trade Union and Labour Relations (Consolidation) Act 1992 by not allowing people to vote in that election without interference or constraint and 3) its rules relating to disciplinary procedures when dealing with Mrs Hallam-Black’s complaints about the election. The first and third complaints were upheld by the Certification Officer. The Certification Officer dismissed the second complaint.
