Preliminary hearing held to determine whether the matters complained of came within the Certification Officer’s jurisdiction under section 108A(2)(d) of the 1992 Act and whether the application to the Certification Officer had been brought within the statutory time limits of the 1992 Act. In dismissing the three complaints made, the Certification Officer found that he did not have jurisdiction to determine the complaints. In the decision some guidance is given as to the extent of the Certification Officer’s jurisdiction under section 108A(2)(d) of the 1992 Act and the circumstances in which the time limit for bringing a complaint to the Certification Officer can be extended beyond six months.
