This guidance is for local transport authorities wishing to implement or improve a multi-operator ticketing scheme.

The guidance has been produced in response to the Competition Commission’s investigation and subsequent report into the local bus market. Its publication is the first of the Commission’s suggested remedies that has been fully addressed by Department for Transport.
