Details

The purpose of this divisional circular letter is to inform building control bodies on changes made to the Building Regulations and Approved Inspectors Regulations by:

  • the Building Regulations &c. (Amendment) Regulations 2016 (SI 2016/285)

  • the Energy Performance of Buildings (England and Wales) (Amendment) Regulations 2016 (S.I. 2016/284)

  • the revocation of authorisation of one competent person scheme

  • announce the amendment of Approved Documents L1A, L1B, L2A and L2B

The guidance in this circular letter applies to buildings and building work in England, and also to excepted energy buildings in Wales.

Building Control Bodies should note that Regulation 7A of the amended Energy Performance of Buildings Regulations brings together in one place the requirements to produce an energy performance certificate on construction.

The department has also published circular 03/2016 to accompany the laying of the amendment building regulations.
