This report provides evidence on:

  • bus fare elasticities (how bus passenger numbers respond to a change in price)
  • bus journey time elasticities (how bus passenger numbers respond to a change in journey time)
  • diversion factors for all modes (how new travellers on one mode of transport would otherwise have travelled)

The research led to the addition of bus and cycling diversion factors within the WebTAG guidance, announced in the forthcoming changes document of 31 May 2018.
