Details

The purpose of the Human Rights Fund is to support the fulfillment of Pakistan’s international human rights treaty obligations. The British High Commission invites potential implementing partners to submit concept notes for projects that support one or more of the following human rights objectives:

  • reducing the scale and scope of the death penalty in Pakistan
  • strengthening freedom of religion or belief in Pakistan
  • strengthening freedom of expression in Pakistan
  • reducing the incidence of all forms of modern slavery, including bonded and child labour, early and forced marriage, human trafficking and child sexual exploitation
  • increasing accountability for practices amounting to cruel, inhuman and degrading treatment to provide redress for victims of such practices

We are seeking proposals of between Rps. 6,500,000 to Rps. 13,000,000. Such projects could be targeted at the individual, community or institutional level, but need to demonstrate how they will contribute to a macro-level change, including possibly helping to influence the political debate that surrounds each issue to build the political will to take greater action to combat the problems.

Bidding Process

Stage 1: Implementers to submit proposal in the form of Project Concept Form (attached)

Stage 2: The British High Commission will review proposals and shortlist proposals

Stage 3: Shortlisted implementers to submit final bids

Stage 4: Final bids chosen and project implementation started

Selection Criteria

Potential for change and impact Clear description of goals and outcomes that are measurable, with a description of how they will be measured 25%
Evidence of realism Assessment of how goals and outcomes will be achieved, with the right level of ambition 20%
Evidence of sound methodology Reflection of sound knowledge and expertise of the field, and research conducted about the target audience 20%
Sustainability Description of how efforts will be continued beyond funding 10%

Additional Information

  • Projects will commence in July 2018 and must be completed by March 2019
  • 85% of the project budget must be spent by December 2018
  • Quarterly payments to be made in arrears
  • Overhead/administrative (including salaries, utilities and rent) costs should not exceed 10% of the overall budget
  • Projects including capital costs, construction costs or purchase of electronic devices are not eligible for funding

Proposals should be sent in the attached format to the British High Commission via [email protected] The last day to submit concept notes and activity based budget is 1700 PST, 1st June 2018. In your email please include in the ‘subject’ field “HRF 2018 – Name of your organisation”.
