Details

This research paper examines the effects of the package of reforms introduced by the Higher Education Act in 2006 and 2007 on higher education participation, using administrative data on all state school students in England, linked to higher education records from all UK universities. The changes made to higher education finance included an increase in tuition fees paid by students attending universities in England. These fees were no longer payable upfront, and most students were entitled to a loan to cover all of their fees.
