Details
Civil Legal Advice (CLA) is a helpline for people in England and Wales, paid for by legal aid. It provides specialist legal advice, primarily by telephone, online and post, in:
- debt
- discrimination
- Special Educational Needs (SEN)
- housing
- family issues
The review of the mandatory gateway (part of the CLA service relating to how people access debt, discrimination and SEN advice) is published in 5 parts consisting of 4 research reports and the government’s response to the research findings.

The research assessed the implementation of the gateway during the first year of its operation. It has involved qualitative work (interviewing users, operators, specialists, and engagement organisations) and a quantitative analysis of the available management information. The methodology and findings have been independently peer reviewed. The research has been undertaken by Ministry of Justice’s Analytical Service Department in conjunction with NatCen Social Research and University College London’s Faculty of Laws.
