Following our successful first year of trading, the Defence Electronics and Components Agency (DECA) conducted our second employee opinion survey in October 2016, as part of the pan-Civil Service People Survey (CSPS), along with 97 other government departments and agencies. The report lists the questions asked, details employee responses and compares our results with the organisations that took part.

We are delighted that participation has almost doubled to a rate of 83%, meaning that this year’s results are more representative than ever of the opinions of our workforce as a whole. The DECA Human Resources and People Strategy prioritises a CSPS Action Plan. As part of this ongoing work, activities completed in year included: the establishment of a Senior Leadership Group, enhancement and publicity of the employee benefits package, numerous improvements to internal communications, a centenary celebration programme at our Sealand site and the complete overhaul of our survey delivery method across our agency.

However, despite a modest increase overall, the reality is that our Engagement Index at 48% is low and remains low compared to most other government departments. The Board are not satisfied with this outcome and remain resolutely committed to the principle of an engaged workforce. We are fully committed to continuing with positive, visible and sustained action to directly address feedback from the survey and to drive for improved employee engagement across the business. We will look to engage a wide cross section of our colleagues in developing a robust action plan on the findings of the survey and we will use this and future surveys as a key measure of our progress with engagement through our Transformation Programme.
