2 December 2021 - Housing and Debt Services and HPCDS Services from February 2022 procurement processes open

A new tender opportunity has opened for Housing and Debt services in 10 areas and HPCDS services in 6 areas.

The deadline for submitting tenders for this procurement process is 5pm 23 December 2021.

The Legal Aid Agency (“LAA”) is inviting Applicants to submit a Tender to deliver Housing and Debt services in the following procurement areas:

  1. Cambridgeshire
  2. City of Kingston upon Hull
  3. Cheshire
  4. Hampshire
  5. Portsmouth and Isle of Wight
  6. Shropshire
  7. Staffordshire
  8. South Tyneside
  9. Trafford
  10. Wigan

The opportunity to deliver publicly funded civil legal aid services under a 2018 Standard Civil Contract in the Housing and Debt Categories of Law is open to any interested party that can meet the minimum tender requirements. An organisation does not need to be a current Legal Aid provider to tender for this opportunity. There is no limit to the number of providers that may be successful in applying to deliver Housing and Debt services in these procurement areas.

Applicants can bid to deliver Housing & Debt Services in a procurement area through either:

  • an Office that is a permanent presence in the procurement area; or
  • an Office that is a part-time presence in the procurement area

The LAA is also inviting tenders to deliver HPCDS services in:-

  1. Chester
  2. Crewe
  3. Hull
  4. Mansfield
  5. Portsmouth
  6. Stafford

The opportunity to Tender for an Exclusive Schedule under a 2013 Standard Civil Contract (as amended) (“HPCDS Contract or Contract”) to deliver HPCDS services is open to any organisation that holds, or successfully bids for as part of this procurement process, a 2018 Standard Civil Contract with authorisation in the Housing and Debt Categories of Law.

When awarding HPCDS contracts preference will be given to organisations who have recent and relevant experience of delivering HPCDS services, have an Office in the corresponding Housing and Debt Procurement Area and can commence delivering services from the contract start date. We intend to award a contract for each HPCDS listed above to a single provider.

HPCDS contracts will start from 1 February 2022 (or the date from which organisations confirm they are able to begin work) and run until 30 September 2022, with the exception of Mansfield HPCDS which will start from 21 February 2022 (or the date from which organisations confirm they are able to being work). Housing and Debt Contracts will start from 1 February 2022 (or the date from which organisations confirm they are able to begin work) and run until 30 August 2022.

16 November 2021 - Publication of a cancellation notice relating to the procurement process for DDAS services at Derwentside IRC from 1 January 2022

Today the LAA has cancelled the procurement process for DDAS services at Derwentside IRC from 1 January 2022.

The cancellation notice can be found in the ‘documents’ section above.

To provide access to DDAS services for Clients at Derwentside IRC from 1 January 2022, the LAA will seek to continue the existing contingency arrangements, which were established on 18 August 2021 (but which have not yet been used due to the postponement of the IRC opening), for a period of 6 months (until 30 June 2022). During this time the LAA will review the volumes of Clients at the IRC and how services are being delivered to inform its approach to procuring these services.

12 October 2021 - Notice of outcome: Expression of Interest (EOI) process for Housing Possession Court Duty Schemes (HPCDS)

26 August 2021 - HPCDS and Housing and Debt Expression of Interest process opens

An Expression of Interest (EOI) process has opened today to deliver services in 5 HPCDS areas and the Cheshire Housing and Debt procurement area and closes at 5pm Thursday 9 September 2021.

Expressions of interest are welcome to deliver the following HPCDS, starting as soon as possible, but no later than 1 October 2021:-

  • Cambridge
  • Chester and Crewe
  • Stockport
  • Sunderland
  • Hull (delivery of services at Hull to start from 1 November 2021)

We are inviting expressions of interest from current Legal Aid Housing and Debt providers. Organisations do not need to be existing HPCDS providers.

Expressions of interest are also invited from organisations who hold the 2018 Standard Civil Contract to deliver Housing and Debt services in the Cheshire procurement area. The opportunity is not limited to current housing and debt providers. There is no limit to the number of providers that may be successful in applying to deliver Housing and Debt services in Cheshire.

When awarding HPCDS exclusive schedules preference will be given to organisations who have schedule authorisation to deliver Housing and Debt from an office in the corresponding procurement area. For Chester and Crewe HPCDS we will give preference to an organisation who expresses an interest in delivering both Chester and Crewe HPCDS and Housing and Debt Services in the Cheshire Procurement Area. Organisations can chose to deliver either one or both of the two services.

HPCDS exclusive schedules will be offered from the date organisations can confirm they are able to begin work, although no later than 1 October 2021, until 30 September 2022, apart from Hull HPCDS which will start from 1 November 2021. The Housing and Debt Contract will run until 30 August 2022.

22 July 2021 - Detained Duty Advice Scheme services at Derwentside Immigration Removal Centre procurement process opens

We have today opened a procurement opportunity to deliver Detained Duty Advice Scheme (DDAS) contract work face to face at Derwentside Immigration Removal Centre (IRC) from 1 January 2022.

Tenders are welcome from organisations who can meet the tender requirements, and either:

  • hold a 2018 Standard Civil Contract with authorisation to carry out immigration and asylum work, or
  • successfully bid for a 2018 Standard Civil Contract as part of this procurement process

Organisations solely regulated by OISC are not eligible to bid as they will not be able to meet all the tender requirements.

A revised Supervisor Standard has been introduced for this procurement process to ensure the quality of advice provided. This requires supervisors to provide additional case examples of common elements of work encountered at IRCs.

The deadline for the submission of tenders under this procurement process is 12 noon 23 August 2021.

To submit a complete tender under this process organisations must submit a response to both:

  • The Selection Questionnaire (SQ); and
  • The Invitation To Tender (ITT).

6 May 2021 – HPCDS Services from 1 July 2021 procurement process opens

A new procurement opportunity has opened for the Slough Housing Possession Court Duty Scheme.

The deadline for the submission of tenders under this procurement process is 5pm on 7 June 2021.

The LAA is inviting Applicants to submit a Tender for an Exclusive Schedule under a 2013 Standard Civil Contract (as amended) (“HPCDS Contract or Contract”) to deliver the Slough Housing Possession Court Duty Scheme (HPCDS).

The LAA is offering one Contract for this HPCDS.

This opportunity is open to all 2018 Standard Civil Contract holders currently delivering housing and debt services and is not limited to current HPCDS providers.

12 February 2021 – No questions received in respect of the Housing and Debt tender

No questions have been received in respect of the Housing and Debt procurement process which will close at 5pm on 18 February 2021. As a result, a Frequently Asked Questions document will not be published.
