Guidance issued by the Secretary of State and the Local Government Boundary Commission for England (LGBCE) on:

  • undertaking community governance reviews
  • the making of recommendations for electoral arrangements for parish councils and the making of consequential recommendations to the LGBCE for related alterations to the boundaries of electoral areas of principal councils
  • giving effect to recommendations made in community governance reviews

A model community governance reorganisation order has also been provided. The model order is offered on an advisory basis to help councils drawing up their orders but they are not obliged to follow this example. Councils will still want to seek their own legal advice that any orders they produce meets the necessary legal requirements.
