In August 2012, after a review and national consultation, BIS introduced new community learning policy objectives and launched 15 Community Learning Trust (CLT) pilots to test different approaches in the planning, delivery and funding of community learning.
This report presents early evidence of progress using information collected between September and December 2012. It provides a broad overview of the set up of the CLTs, the different structural approaches adopted and looks at 3 important areas of development:
- partnership working
- engagement and delivery
- financial strategies
The evaluation is being undertaken by an external consortium, TNS-BMRB, RCU and CfL. A summary evaluation report was published in summer 2013 and provides examples of the most effective community learning approaches to support the wider implementation to the sector.
