The UK government is seeking views on capping the maximum ground rent that residential leaseholders can be required to pay in England and Wales, as well as views on how to make any such cap work.

We are publishing a consultation impact assessment to allow government’s existing evidence and assumptions to be tested with stakeholders.

This impact assessment follows standard practice, assessing the expected costs and benefits of each of the policy options, against the counterfactual scenario (Do Nothing) in which ground rents continue without restriction.
