The United Kingdom instrument of ratification was deposited on 9 December 2003 and the Convention entered into force for the United Kingdom on 1April 2004 and the Additional Protocol entered into force for the UK on 1 February 2005. The Convention and Additional Protocol were previously published as Miscellaneous no. 17 (2003) Cm 5990.

This Command Paper was laid before Parliament by a Government Minister by Command of Her Majesty. Command Papers are considered by the Government to be of interest to Parliament but are not required to be presented by legislation.
