The Education and Skills Act 2008 requires young people to participate in appropriate education or training until age 18. This publication sets out criteria for deciding whether young people might take a qualification as part of that education or training.

For every regulated qualification they offer, awarding organisations have a legal obligation under section 145 of the Apprenticeships, Skills, Children and Learning Act 2009 to:

  • decide whether or not young people would use that qualification for education or training
  • apply the criteria in this document when making those decisions.
