The IPA has published a handbook of recommendations for the decarbonisation of operational PFI accommodation projects. The aim of the publication is to support public sector PFI contract managers and those responsible for meeting decarbonisation commitments for public sector buildings delivered through PFI.

The publication proposes 5 principles of good practice for developing a project decarbonisation plan and sets out a recommended 5 stage approach to the contract change process to support decarbonisation interventions, with recommended activities and checklists at each stage.

The handbook recommends an initial focus on the reduction of scope 1 and scope 2 emissions from the project (direct emissions from the project’s own fossil fuel use and indirect emissions from energy purchased by the project).

The handbook draws on existing government policy and practice, including the Net Zero Estate Playbook, as well as signposting technical guidance and toolkits published by government and industry and internationally recognised standards and frameworks for emissions reporting and reduction.  The publication has also been supported by contributions from a Net Zero Working Group established by the IPA in 2022, which brings together public and private sector stakeholders involved in the ownership, use, management and maintenance of built environment assets delivered through PFI.
