Decision Instrument RSH9: Decision to revise the Regulator’s Fee Principles

This decision, which comes into force from 1 July 2024, follows the  Consultation on fees which ran from September to October 2024.

Decision Instrument RSH8: Decision to issue revised statutory guidance under section 215 (1) (b) of the Housing and Regeneration Act 2008

This decision, which will come into force from 1 April 2024, follows the Consultation on statutory guidance under s215 of the HRA 2008 which ran from November 2023 to January 2024.

Decision Instrument RSH7: Decision to issue consumer standards and associated code of practice

This decision, which will come into force from 1 April 2024, follows the consultation on the consumer standards which ran from July to October 2023.

This decision, which will come into force from 1 April 2023, follows the consultation on the introduction of tenant satisfaction measures which ran from December 2021 to March 2022. The new consumer standard - the TSM Standard - would include specific expectations applicable to all registered providers in relation to tenant satisfaction measures set by the regulator.

Decision Instrument RSH5: Decision to issue a revised Accounting Direction

This decision, which applies to accounting periods from 1 January 2022, follows the consultation on changes to the Accounting Direction which ran from July to September 2021. The Accounting Direction relates to the preparation of accounts by private registered providers of social housing.

Decision Instrument RSH4: Decision to publish Equality objectives

This decision, which comes into force on 30 June 2020, follows the consultation on equality objectives. The Regulator has published its first set of equality objectives as a standalone organisation in compliance with the Equality Act 2010, which requires all public bodies to publish equality objectives it thinks it should achieve to meet the general/public service equality duty.

Decision Instrument RSH3: Decision to issue revised ‘Guidance on the regulator’s approach to intervention, enforcement and use of powers’

This decision, which comes into force on 16 December 2019, follows the consultation on changes to the intervention, enforcement and use of powers guidance. The updates reflect legislative changes, including the introduction of the Housing and Administration regime, the Co-operative and Community Benefit Societies Act 2014 and the move to a standalone status for the regulator.

Decision Instrument RSH2: Decision to issue a new Rent Standard

This decision, which comes into force from 1 April 2020, follows the consultation on a new Rent Standard from 2020. The changes are as a result of the Secretary of State for Housing, Communities and Local Government issuing a Direction to the regulator to produce a new Rent Standard which has regard to MHCLG’s Rent Policy Statement published in February 2019. The Direction covers all areas of rent setting as well as the requirement for RSH to undertake the regulation of local authority rents for the first time.

Decision Instrument RSH1: Decision to issue a revised Accounting Direction

This decision, which applies to accounting periods from 1 January 2019, follows the consultation on changes to the Accounting Direction which is about the preparation of accounts by private registered providers of social housing. It arises from updated requirements of the Value for Money Standard implemented in April 2018; the abolition of the Disposal Proceeds Fund following the Welfare Reform and Work Act; and improvements to the clarity and consistency of disclosures.

Regulation of social housing was, prior to 1 October 2018, the responsibility of the Regulation Committee of the Homes and Communities Agency, during which time Decision Instruments were published on the HCA website.
