This is the report from an independent research project from Brian Titley Consulting Ltd, commissioned by the (then) Department for Business, Innovation and Skills and the RPC. The report sets out the different definitions of direct and indirect impacts in the literature and presents a microeconomic framework for thinking about the treatment of direct impacts within a business impact target regime. The project informed the RPC case histories guidance on direct and indirect impacts.
