The council has considered the ‘causation’ question and how to determine attribution to work when other known risk factors are also present. It has given particular consideration to circumstances where this requires assessment of the causal probabilities and the research evidence base, and not simply the clinical features. A disease can be caused both by occupational and non-occupational factors in the same individual at the same time although this is often misunderstood. The paper comments on the application of rebuttal, given these complexities.

We published Presumption that a disease is due to the nature of employment: the role of rebuttal in claims assessment on 5 March 2015.
