Letter from Department for Business Innovation and Skills (BIS) Permanent Secretary Martin Donnelly, to Professor Dame Ann Dowling, President of the Royal Academy and Professor of Mechanical Engineering at Cambridge University. It sets out the terms of reference for the range of issues Professor Dowling will consider as part of the Dowling review.

This review was announced as part of the government’s science and innovation strategy in December 2014. The review will develop advice and recommendations for BIS on how government can support relationships between UK businesses and the UK’s world-leading university researchers.
